Rationale: Ampara District was one of the worst Tsunami hit District in the Island. But one should not forget that Ampara District for 30 years or so, it was a war torn area and presently it as left many people disabled even though the war ended. This had made many people disabled due to the so called notorious war? While this war was a big hit for the poor, Tsunami took place on 26th of December, 2004 and further it paralyzed most poor folk’s economy, Health, welfare etc. This too made the disable people to get drown in their day to day lives. However the care and the welfare of these living disable people of Ampara District, got a shot at their Arm as many NGO's (Non Governmental Organizations) from all over the world poured in to Ampara District and the fortune turned in to a blossom of development for these recognized disable people. We also have to take to consideration the disabled and aged citizens face a number of problems. However under the Act. No: 28 of 1996 which was enacted in order to integrate person with disabilities have given the due recognition in Sri Lanka. Therefore the Digamadulla – YMCA as an experience organization world like to take this opportunity to plan and executive a project for disabilities as it is a paramount activity of our Association. In keeping with this, the Activity objectives should suit to bring forth, up grading and giving all inclusion to these person with disabilities, by providing activities which will help to up lift their moral and physical constitution. By creating a project of this nature, we hope to achieve the equality and social standard of person of disability. For this, we need to create a centre for person of disability at the YMCA, Ampara. Our paramount aim is to provide them and make room for accessibility in recreation, reading, watching the T.V., singing, doing handicraft and providing them a nutritious Tiffin. Once in two months to have a medical check up in order to help them to improve in their health aspect. The YMCA will select 24 disabled persons of the age between 8 to 30 years for this programme which we envisage.

Main Problems addressed by the project: Developing the health aspect Developing lost talents Providing cultural entertainment which they had never enjoyed Improving them in handicrafts which they had never experienced Providing recreation indoors and outdoors to improve their sports talents
Problem solutions: Organize clinics to check up their health and provide treatment every two months Provide ways and means to develop their lost talents Provide them various entertainments to enjoy their lost happiness Provide materials and small tools to do various handicrafts at the centre Provide various recreation games to improve sports skills
Project Risks: Sickness and day-to-day security situation of the area Unexpected injuries to the beneficiaries during activities Sudden fall of sickness
Risk Management: Be alert with the day to day incidents Carefull management through health wellness programs to prevent illness On-site First-Aid Station for minor health issues Serious health issues will be referred to the YMCA Doctor for advice and treatment

Sustainment of project after donor agency's funding has ended: The YMCA in Ampara was the first Christian Association to be established in the eastern province. It was inaugurated in 1952 with the support of the Gal – Oya scheme. Within this period we have established and conducted programs which are still on going and well sustainable. The Eastern Regional YMCA Council and the National Council of YMCA's of Sri Lanka provide support and assistance as needed for continuity activities. Following the establishment of the centre for activities for persons with disabilities, we will be able to maintain the centre through our annual finance campaign which also receives financial support from abroad by Churches and Friends of need club. Therefore we will include this as an on going project to our annual budget.

(every week = 80/- 24 participants = 1920/- in to 4 weeks = 7,680/- x 18 months) Administrative costs 176,400 Rs. i) Salary for Coordinator – 8000/- per months in to 18 months – 144,000/- ii) Postage, Telephone, e- mail, Electricity and water etc. (for 18 months @ 1,800/- = -32,400/- ) Total Funds provided by funding agency: 660,240 Rs. (U.S. $ 6,602.40) Project funds to be provided by Digamadulla YMCA: Television set (21") 56,000 Rs. Dancing Groups will be hired and DVD's, CD's and Cassette tapes will be purchased 40,000 Rs. (Music and Dancing will be one of the activities to entertain the disabled persons) Sports equipment for disabilities to be used (items to be purchased) Play park to be established for disabilities 80,000 Rs.
